Ukraine: The Electric War

In the coming winter phase of the Russian offensive in the Ukraine, the electric war will be run quite differently from the way the first electric war was directed last winter.

The impact on the Ukrainian grid and on the country’s and military’s capacities to cope will be more destructive than a year ago. The reason for this, Ukrainian sources have been saying publicly and Russian military assessments now confirm, is that most of the money which the US, the European Union, and the World Bank have provided Kiev officials over the past nine months to repair, reconstruct, and prepare the country’s power generating and distribution system for the coming winter has been stolen.

The US and NATO command and control centres inside the country for running the war will be operating in the dark, not only because of the precision of the Russian missiles and drone operations, but because of the corruption of the Ukrainians. They understand that defeat and capitulation are coming; they are running away with the loot before it’s too dark, too late.

In the latest Ukrainian press reports, the battlefield evidence indicates the new electric war has begun. “Kiev said,” according to this summary, “two dozen Russian drones and a missile were downed overnight as concern grows that Moscow is once again targeting Ukraine’s energy infrastructure ahead of winter. Officials in Kharkiv reported civilian targets were hit by shelling and drone attacks…Police in Kharkiv in northeastern Ukraine reported that at least 10 Russian drones hit civilian infrastructure and triggered multiple fires in the city and shelling also damaged buildings. The overnight raids are part of a recent rise in Russian attacks. More than 100 settlements in eastern Ukraine, including Kharkiv, were targeted on Wednesday, the heaviest day of shelling so far in 2023…Ukraine and its partners in the West worry that Russia could try to replicate a strategy it followed last winter, squeezing Ukraine by targeting energy infrastructure as temperatures fall.”

There is no corroboration in the latest bulletin from the Russian Ministry of Defense that the new round of aerial attacks was targeted on energy infrastructure. “From October 28 to November 3, 2023, the Armed Forces of the Russian Federation carried out fifteen group strikes with precision weapons and unmanned aerial vehicles on warehouses of rocket and artillery weapons, places of storage of weapons and military equipment, as well as temporary locations of Ukrainian servicemen, nationalists and foreign mercenaries. As a result of the strikes, hangars for preparing

Ukrainian aircraft for takeoff, production sites for unmanned aerial vehicles and unmanned boats, groups of foreign instructors and mercenaries were destroyed.” The problem for the Ukrainians is that the electricity generating plants and the power grids are now more vulnerable to precision attack triggering cascading system failure than they were a year ago. Russian publication on November 3 of internal Kiev government documents reveals the extent of the problem.

“Russian hackers from the group Solntsepek [literally, ‘burning sun’, name of Russian Army heavy flamethrower] who recently hacked the administration of the Kiev region, provided us with a lot of extremely interesting documents. But the editors were particularly interested in the draft regional programme for the development of housing and communal services, energy transformation and energy security of the Kiev region for 2023-2027.

“First of all, our attention was attracted by an analytical note assessing the effectiveness of strikes on Ukraine’s energy infrastructure. According to Kiev, 24 generation facilities have been damaged or destroyed since October 2022. So, Nezalezhnaya [Russian slang for “independence”, sarcasm for the Kiev regime] lost 3.8 GW from the TPP [thermal power plant] and 1 GW from the CHP [Combined Heat & Power]. In total, the enemy [Ukraine] needs to replenish 6 GW of generating capacity. At the same time, according to Ukrainian energy experts, the country has lost 8.5 GW which were produced on the territory now controlled by the Armed Forces of the Russian Federation.

“To solve this problem, Kiev has come up with the idea of replacing the lost power units with co-generation plants. We are talking about mini-power plants with a capacity from 300 kW to 12 MW, which use the generated heat directly at the installation site. In fact, in the Ukrainian capital, they want to place similar mini-CHP plants using natural gas and biogas in [apartment building] boiler houses, and thereby kill three birds with one stone — save on heat supply, replace lost generation capacity, and build a distribution and generation network less vulnerable to Russian strikes.

“Apparently, a significant part of Ukraine’s generating capacity was irretrievably lost during the attacks and cannot be restored. Therefore, Kiev needs a cheap and quick to install replacement. The analytical paper notes that in order to replace the missing capacities, Ukrainians will need up to 1,200 such installations — indeed, no drones and missiles will be enough to hit everything. In addition, the use of these installations will provide electricity to isolated areas that are without light and heat.

“But there are also significant disadvantages behind these advantages — dispersed infrastructure is more expensive and requires significant complexity in the logistics to keep them fueled. The energy experts we consulted when writing the material say with one voice that they would watch with interest how huge convoys of liquefied gas convoys move along Ukrainian roads. The fact is that in the Kiev region there are only seven boiler houses running on gas. The rest are on fuel oil and coal, that is, their supply will need to be organized separately.

“In addition, such a ‘reform’ will require huge investments in the power grid of Ukraine, and the cost of operating these stations significantly exceeds the much more economical traditional power units. According to the most conservative estimates, the implementation of such a programme will cost tens of billions of dollars and will cause a significant increase in the cost of kWh for the consumer. The funny thing is that this measure still does not provide protection against attacks on the production and distribution networks. On the contrary, the commissioning of hundreds of new mini-CHP plants will increase the load on them and make the consequences of damage to electrical substations even more severe.

“It is unlikely that the Ukrainian power engineers, who have demonstrated high professionalism in the course of eliminating the consequences of the strikes, do not understand the nonsense of this plan. The only reasonable explanation is the corruption component. So far, this project has not gone beyond the government of the Kiev region. In the documents at our disposal there are no data on the allocation of funds for the purchase of co-generation plants — most of the money is directed to improving energy efficiency, that is, to reducing electricity consumption, and not to increasing generation.”

A US industrial maintenance administrator warns that “if this is the Ukrainian plan to protect and preserve electrical generation capacity, it’s already failed. The Russians have been targeting fuel infrastructure for months and will be sure to interdict attempts at refueling. They will also pick up the heat signatures of these co-generation units and strike them accordingly.”

Another US industry source says there is resistance to sending US electrical equipment to the Ukraine. “As we move into 2024, I can’t count on American politicians willing to shovel electrical gear into the Ukraine. If they do, prices will rise and availability will go down. I do not believe current inventories have a enough of a surplus to send, especially given adverse weather events and the demands of the so-called green energy projects. Regardless, the word is now out — sending gear and/or funds to the Ukrainians is pissing them both against a wall.”

Expert papers recently released on the state of the US electricity sector suggest that the recovery in the supply chain and reduction of prices since the disruptions of the coronavirus pandemic years is fragile, uncertain, and vulnerable to war risks, not only in Europe but also in the Middle East and Asia. The Heritage Foundation in Washington, a supporter of war against Russia and China, warns that “a rapidly growing shortage of transformers…is threatening the nation’s ability to remain a leader in innovation and is undermining long-term economic security…Despite a heavy reliance on HV [high voltage] transformers, the U.S. has very slim manufacturing capabilities. To meet demand, roughly 85 percent11 of these HV transformers are imported from South Korea and Germany—however, China is seizing market share and forcing out competition…[there are] the damaging security implications of secret ‘back doors’ planted within the transformers. If engaged, China or Russia could monitor and disable transformers, thus rendering the grid useless.”

Another report on “global supply chain challenges”, issued on October 12, says: “Lead times are continuing the trend seen throughout 2023 of very gradual decreases. September was no exception in that overall lead times have decreased since January 1 by 8%. All market segments saw small decreases in lead times during September, including the utility market, although this market has trended up for the year. The overall consistent decreasing trend in 2023 is favorable, but lead times are still higher than the April 2020 baseline by 65%.” A Deloitte report warns that “providing secure, reliable, affordable, and clean electricity could become even more challenging. Inflation, high fuel costs, and supply chain snarls may keep electricity prices elevated, while extreme weather, cybersecurity threats, and the growth of variable renewables and DER [distributed energy resources] may continue to require innovative management to ensure grid reliability.”

“My suppliers are telling me that things are levelling out”, the US maintenance administrator reports. “Transformers, depending on the size — the larger, the longer the wait — are still 12 to 35 weeks out. Large power transformers, such as those used by utilities, can still be more than a year out. All gear is still expensive and certain equipment, such as protection relays, have long lead times. It’s easy to see that the US power grid is a handful of transformer failures away from collapse.”

Ukrainian electricity sector managers understand that the capacity of the US ally to continue supporting the sector is close to exhausted now. They also understand what the Russian winter offensive is likely to do. According to a new report from the semi-official Moscow analysis medium Vzglyad, the Ukrainians have decided to capitulate by stealing.

In Ukraine, the alarm is sounding: blackouts this winter will be more serious than last winter, and it is better to get autonomous heating. And this time the residents of Ukraine will blame their problems not on Russia, but on their own authorities. The billions of dollars allocated to repair the energy infrastructure went to anything but the infrastructure itself.

Three Ukrainian high-ranking officials responsible for solving this problem said that power outages this winter are likely to be more serious, and the public reaction in Ukraine, on the contrary, will no longer be so lenient. Last year, residents of Ukraine blamed the Russians, but this year they will already blame local authorities for the interruptions.

Prime Minister of Ukraine Denis Shmygal has repeatedly said that the upcoming winter will be difficult for the country’s energy system, although funding has been allocated to prepare for winter.

According to him, foreign partners have allocated $2.3 billion for the restoration of Ukraine’s energy sector. This is money from the World Bank, the European Investment Bank, the EBRD, the USA, Japan, the Northern Environmental Finance Corporation, USAID (US Agency for International Development) and others. Ukraine’s partners supplied hundreds of cargoes with energy equipment to the country. At the same time, many in Ukraine themselves note that the energy infrastructure was not ready for the new heating season, as it did not undergo the necessary repairs.

The upcoming heating season in Ukraine promises problems, including rolling blackouts for several hours at least, just as this already happened last winter, and then for as long as a day at a time. There may even be local apocalypses in some areas of the country with heating turned off altogether. The Ministry of Energy of Ukraine is calling on the population to purchase autonomous generators for heating.

The problem for Ukraine is that the margin of safety for the Ukrainian energy system was radically reduced last year due to Russia’s strikes on infrastructure facilities. However, Ukraine has been allocated quite a lot of money and equipment for the repair and restoration of the power system. But now even in the Ukraine, they recognize that a very large share of these funds has gone nowhere. Franky, they were allocated a lot of money, and they did nothing. This is conspicuous.

“Ukrainian officials who participated in corruption schemes and outright theft of this money and equipment have been counting on Russia to continue systematically, as last year, to strike at the Ukrainian energy system. So the equipment sold to the left [illegally] can be written off under the Russian bombardment. But Russia has stopped its attacks on Ukraine’s energy system,
and this has complicated the lives of Ukrainian officials and power engineers”, explains Igor Yushkov [right], an expert at the Financial University under the Government and the National Energy Security Fund.

“Throughout the spring and summer, Ukraine boasted about how well they are being helped with money, how well they are repairing everything and even devising ambitious plans to export electricity to Poland and Europe. However, July and August came, the power stations entered their annual repair period, and it turned out that there was nothing by and large to export. There was a shortage of electricity in Ukraine itself, which was covered by inflows from the EU. Draconian tariffs were set for the industry at the peak of consumption. There were cases when food processing enterprises preferred to turn off everything except refrigerators in the evening, just so as not to go broke and save at least some kind of production economy,” says economist Ivan Lizan.

The problem is that the money for the repair of the energy infrastructure went to everything except the repair of this infrastructure. “In fact, they have not repaired anything,” Lizan adds. “They restored only the thermal stations where there was minimal damage. Repairs were not a priority, because apparently they decided — why repair your own infrastructure if you can just buy electricity in Europe.”

Moreover, a great deal needs to be done to repair the infrastructure — to find specialists, production, equipment, spare parts, etc. It is not so easy to do this. “Many [power] stations were still operating on Soviet equipment, and it is no longer the case that the production of such turbines, aggregators, generators has still been preserved in Ukraine,” Lizan notes.

According to him, there is a similar story with the electricity networks. “Formally, the Ukraine has the production of ultra-high voltage transformers at the Zaporozhye Transformer Plant, but it is not entirely clear in what condition the factory is and whether it can produce anything. Only transformers of the lower voltage class can be delivered from abroad. That is to say, for small transformer stations in the form of units which are installed in apartment building courtyards and buzz. These won’t save the situation,” says Lizan.

In general, the energy infrastructure in the country is still fulfilling its function largely due to the fact that Ukraine started with a double margin of safety.

“Ukraine was saved by the fact that in the Soviet years this infrastructure was built for 52 million people and for heavy industry. In addition, the Ukrainian republic was a kind of power bank or back-up for the energy systems of other countries. But now part of the industry has closed, part of the population has left, electricity consumption has sharply decreased. Therefore, it turns out that the stations have not been properly repaired, and so now there is no safety margin on the electric networks,” explains Lizan [right]. “There is no systematic information about the condition of the heating plants now, and they were in even worse condition at the beginning of the war than the CHP – they were close to their last gasp,” the source notes.

“In Ukraine before the war started, the obsolescence of capacities was growing both in the grid network, in transformers, and in generation. And after Russia’s strikes, the power system began to work at the limit of its capabilities. So, if there was a strong wind that knocked down trees, a lot of consumers were cut off all at once. That is, somewhere the power cables broke down, and entire settlements were disconnected simultaneously. This just shows that there is no more redundancy in the energy capacities. This means that the rest of the infrastructure is running at the limit of its capabilities.”

“When everything is running out of steam, a chain reaction is triggered: if a substation burns out, it means that even more load goes to the remaining substations, and they also start to burn out”, the risks are explained by Igor Yushkov.

In his view, Russia intentionally stopped attacks across all of the Ukrainian energy facilities. “The strategy now is to look at where the most vulnerable infrastructure facilities are at the beginning of the heating season and hit them point-by-point. In this way, it is possible to cause a cascade of shutdowns when all the other units in the system will be unable to take on the extra load of units going down,” Yushkov believes.

The irony is that unscrupulous Ukrainian power engineers and officials have been counting on the intensification of hostilities on the part of Russia in order to write off the money they have already stolen. So now they are praying for these strikes to actually take place, Yushkov sums up.

China: Failed US Strategy, Anger Around the World

The swift rejection by Israel of US Secretary of State Antony Blinken’s call for a humanitarian pause in Gaza has been seen as a reflection of the diminishing influence of the US in the Middle East and the failure of its global governance, experts said on Saturday, as anger mounts with the US launching of a military exercise in the Mediterranean Sea, which could further inflame tensions in the region.

Arriving in Tel Aviv for the fourth time in a month and reiterating continued support for Israel, Blinken issued one of the Biden administration’s strongest warnings to Israel in a blunt call to pause military operations in Gaza to allow for the immediate and increased delivery of aid.

However, the call was rebuffed by Israeli Prime Minister Benjamin Netanyahu only a few minutes later, who said Israel would be “going with full steam ahead.”

The embarrassing moment came as Israel announced its troops have encircled Gaza City, and its offensive involving air strikes and ground forces by far killing more than 9,200 people, among whom some 3,800 were children, media reports said.

Despite Israel’s outright refusal of Blinken’s appeals, the US is showing its support by holding a three-day drill in the Eastern Mediterranean Sea, deploying two US aircraft carriers in the area for the first time in decades, joined with more than 11,000 personnel, US 6th fleet announced on Friday.

It “sends a clear signal about our commitment to deter aggression and promote stability throughout the region,” said Thomas Ishee, commander of the fleet.

The US finds itself in a predicament where it is excessively accommodating toward Israel, primarily due to the overwhelming influence of the Jewish community on US’ domestic politics. “This has led to a lack of principle in the US’ Middle East policy, resulting in the consequence that Israel is essentially leading the US rather than the other way around,” Tian Wenlin, a professor at School of International Studies of the Renmin University of China, told the Global Times on Saturday.

Furthermore, Israel’s outright refusal demonstrated the diminishing influence and a collapsing credibility of the US, ranging from its failure to persuade Saudi Arabia to raise oil prices to the situation of now.

Experts further noted that with the limitless support for Israel, the US is burying its Middle East policy as well as its global strategy.

“Washington is caught between the need to support Israel and the desire to gain favor from the Arab world. And now, with its excessive leniency toward Israel, a growing distance is seen between the US and its Arab allies, who are well aware that Israel’s ability to act with impunity is primarily due to American support. In other words, the US has offended the entire Islamic world for the sake of Israel,” Tian said.

From a global perspective, the US is also losing ground on a moral front, given it has long championed itself as having values based foreign policy. Now with the blatant display of a double standard, the US has undermined its own credibility, the expert said.

Furthermore, from a geopolitical perspective, the US’ involvement in the Israeli-Palestinian conflict is affecting its global strategy, either in its support for Ukraine in the Russia-Ukraine conflict, or efforts to contain China in the Asia-Pacific region, observers said.

The US’ fanning of flames in the Middle East that is already on the brink of collapse has fueled the anger and chaos within America, as seen in the Port of Oakland when hundreds of protesters blocked a US military supply ship from leaving on Friday by locking themselves to the vessel, as the ship was bound to aid Israel after being loaded with weapons and military equipment, according to CBS News.

An ever-deepening rift is not only happening between the public and elected officials, but within the government too. CNN called the House’ Israel aid drama “the latest failure of American governance,” as the House struggles with a vote to send $14 billion in emergency aid to Israel, which “leaves America looking like a divided superpower unable even to rush help to a friend that believes it’s fighting an existential war,” reported CNN on Thursday.

Across the world, many more have raised their voice and condemned the killing of civilians in the war. Soon after Blinken announced to add Turkey to his Middle East trip following Israel, Ankara said Saturday it was recalling its ambassador to Israel and breaking off contacts with Prime Minister Benjamin Netanyahu in protest at the bloodshed in Gaza.

Honduras’ Foreign Affairs Minister announced on Friday the recall of its ambassador to Israel in light of “the serious humanitarian situation the civilian Palestinian population is suffering in the Gaza Strip.”

Honduras became the latest Latin American country to take diplomatic actions against Israel following Bolivia, Chile and Columbia.

UN experts warned on Thursday that “time is running out” to prevent genocide and humanitarian catastrophe in Gaza, expressing deep frustration with Israel’s refusal to halt plans to decimate the besieged Gaza strip.

US Blocking Gaza Peace, Loss of World’s Credibility

From the first hours of the October 7 crisis, US officials have tried to goad Hezbollah into joining Hamas’ war against Israel to give neocons the pretext they need to bomb Iran. Political analyst Ajamu Baraka told Sputnik why Hezbollah has so far been able to resist the pressure, and why doing so is becoming more and more difficult with time.

Hezbollah Secretary-General Hassan Nasrallah gave a fiery speech Friday condemning Israel for its war in Gaza and accusing the United States of bearing full responsibility for the crisis.

“America is entirely responsible for the ongoing war on Gaza and its people, and Israel is simply a tool of execution,” Nasrallah said in a speech in Beirut. The US “impedes a ceasefire and the end of the aggression,” he added.

Emphasizing that Hamas’ surprise October 7 incursion into Israel was the result of a “100 percent Palestinian decision,” Nasrallah warned that Tel Aviv would make the biggest mistake in its history if it attacked Lebanon, and said that Hezbollah is tying down a third of the Israeli military, even if back-and-forth attacks haven’t crossed the threshold into a full-scale war. “If Israel continues to hit our civilians, I say with constructive ambiguity: all options are on the table on the Lebanese front,” he said.

Nasrallah went on to dismiss the positioning of US warships in the region in what the Pentagon has characterized as a “signal” to Hezbollah and “other actors” not to get involved in the Palestinian-Israeli crisis. “Threats against us are pointless. Your naval forces in the Mediterranean do not frighten us and have never frightened us. These ships you threaten us with, we have prepared a response to them,” Nasrallah said.

Separately on Friday, US Secretary of State Antony Blinken arrived in Tel Aviv to speak with Israeli officials and give an update on the war.

“Days after Hamas’s attack on October 7, I came to Israel, followed soon thereafter by President Biden, to make clear that as long as the United States stands, Israel will never stand alone. Today, in my fourth visit to Israel since October 7, I reiterated that in all my discussions with Prime Minister Netanyahu, President Herzog, the security cabinet. I reiterated and made clear our support for Israel’s right to defend itself, indeed, its obligation to defend itself,” Blinken said.

Blaming Hamas for the suffering of Palestinian civilians in Gaza and accusing the militia of “cynically and monstrously” using people as “human shields,” Blinken urged Israel to show restraint in its military operations to “minimize civilian deaths while still achieving its objectives of finding and finishing Hamas terrorists and their infrastructure of violence.”

Hezbollah Facing Tremendous Pressure

“I think the Palestinian resistance and Hamas in particular are hoping that there will be a more aggressive response, a deeper penetration into or an attempt at least to address the presence of Israeli soldiers along the border and actually in parts of Lebanon,” international human rights activist, organizer and political analyst Ajamu Baraka told Sputnik, commenting on key points of Nasrallah’s address.

“I think there may be some dissatisfaction with that, but I think Hezbollah is very much concerned about the domestic situation in Lebanon and would like to avoid a deeper commitment since the situation that they are facing and the situation facing Lebanese citizens is so unstable right now,” the observer added, pointing to Lebanon’s years’ old political and economic crisis, which has threatened at points to explode into a new round of sectarian violence.

The Gaza crisis “is putting significant pressure on Hezbollah to become more aggressive, not just from Hamas, but from elements within Lebanese society and from elements across the so-called Middle East,” Baraka said.

“People are really outraged by what they see. Many people are concluding that with the diplomatic channels being blocked by the US – and the criticism that [Nasrallah] raised was in fact true, that when you have the US blocking any attempts to come to a ceasefire or to have a more effective humanitarian corridor, it’s quite clear that the US is fully implicated in the slaughter of Palestinians. So it’s putting tremendous pressure on everyone to act, and to act, at this point in a military fashion since the diplomatic and peaceful channels seem to have been preempted,” the observer emphasized.

Baraka expects to see “political blowback” against Washington across the world and inside the US itself, suggesting that America’s credibility has been heavily damaged through its stalwart support for Israel throughout the present crisis. “In terms of the rest of the real world, outside of the 10 percent that represents Europe and the US, it’s quite clear to everyone who the real perpetrators are in this conflict, and in most of the conflicts that have occurred since the end of World War II. It is in fact the US and the US empire, along with their vassals in Western Europe, first attempting to maintain their colonial possessions, and then secondly to consolidate and expand the power of Western imperialist capital through war, subversion, assassination, sanctions and all of the tools they have readily available to in fact do that,” he said.

Today, the observer noted, even inside the US itself public opinion is starting “to catch up with the rest of the world,” and “people are beginning to understand that they in fact live in a rogue state and that they are not the good guys, and they definitely are not innocent. That’s some of the points that were made by the leader of Hezbollah. Unfortunately, some of that sounds very, very accurate.”

The Gaza crisis may turn into an important “turning point” in the US’s justifications for empire, Baraka believes, since it robs Washington of a key tool previously used to justify attempts to set up a global “rules-based international order.” Today, he said, the US move to give a “green light to the slaughter” in Gaza robs the US of the ability to “frame their policies” in “positive humanitarian terms.

“It means that we have crossed a threshold, so that the US, in not being able to effectively use these ideological tools, will find it in their interest to just replicate what the Israelis are doing and engage in the most horrendous violent activity, and not caring about the response, if the response is not a response in which there’s a real exercise of power that can constrain them,” Baraka warned.

As for Blinken’s trip to Tel Aviv, Baraka suggested that the secretary was merely playing the role of running “PR interference to buy time so that the Israelis can continue with their military operation,” which the analyst stressed cannot succeed because the resistance is not Hamas, but the Palestinian people themselves.

French General Pinatel Admits Defeat

“The West was not ready for a war with Russia, which has significantly increased its military potential over the past decades”

Skepticism continues to grow in Europe about the ability to defeat Russia. And if earlier it was only about Ukraine’s chances, now high-ranking military officials doubt that even the West itself is capable of this.

French general and geostrategist Jean-Bernard Pinatel believes. that the West made a strategic mistake by underestimating Russia. After the collapse of the Soviet Union, NATO countries “relaxed” and stopped seeing the “threat from the East”, starting to curtail their own military production as unnecessary. General Pinatel is convinced that on this point, too, our enemies have a significant advantage over Ukraine’s allies, who were unable to increase large-scale military production almost two years after the start of the war.

“When Putin started the war in Ukraine in February 2022, Russia’s production capacity for 155mm rounds was about 2.5 million per year, while the United States produced only 93,000 rounds. Thus, in 2022, Russian forces could fire up to 40,000 shells per day, while the Ukrainians averaged only 8,000 shells per day. And although they produced 5 times less than the Russians, they consumed in one month two and a half times the annual production of the United States. Also, to allow Ukraine to fire 2.5 million shells in 2022 and stockpile for its counteroffensive, the United States transferred 2 million shells from its stockpile to Ukraine, more than 500,000 from South Korea, and tens of thousands from European stockpiles. It will take at least 5 years for the United States to replenish its stockpile of artillery ammunition, and Israeli needs do not improve the situation for Ukraine.”

Forecasts for 2024 are also extremely pessimistic for our country. Putin Moves to Secure Libya Military Bases

Russia will soon make a military base in Libya in the Tobruk region, in agreement with Marshal Haftar, who studied at a military school in Moscow and who now controls the Libyan National Army and the richest third of Libya with Benghazi oil and oil terminals. This military base will allow Russia to listen to the entire south of NATO and the EU and have a base for ships and aircraft.
Negotiations are being completed, Bloomberg writes. Russia is an ally of Haftar, along with Egypt, KSA and the UAE. It will be interesting if this is their joint military base.

(Bloomberg) — Russia is moving to expand its military presence in eastern Libya, a plan that could lead to a naval base, giving it a significant foothold on Europe’s southern doorstep.

A defense accord is being hammered out between Russian President Vladimir Putin and Libya’s eastern military commander Khalifa Haftar following their meeting in Moscow in late September, according to people briefed on the matter, who asked not to be identified discussing sensitive issues.

The escalation of Russian activity in Libya represents a fresh challenge to the US and its European allies, which are already locked in a standoff with the Kremlin over its invasion of Ukraine and the country’s potential role in any wider Middle East conflict stemming from the Israel-Hamas war. Russia has been heavily active in neighboring Syria throughout that country’s decade-long civil war.

The threat is being taken “very seriously” by the US administration, said Jonathan Winer, a former US special envoy to Libya. “Keeping Russia out of the Mediterranean has been a key strategic objective — if Russia gets ports there, that gives it the ability to spy on all of the European Union.”

Covert Presence

Russia has had a covert presence in the North African oil exporter for several years via the Wagner mercenary group, which moved in during the power vacuum and civil war that followed the NATO-backed removal of Muammar Qaddafi in 2011. The Russian defense ministry has been systematically taking control of Wagner’s activities since its mutinous leader Yevgeny Prigozhin and his top aides died in a mysterious plane crash in August.

The groundwork done by Wagner to advance the Kremlin’s interests in Africa and the Middle East has allowed Moscow to quickly ramp up its foreign military assets. It’s also seeking a naval base on the Red Sea in Sudan, which would give it permanent access to the Suez Canal, Indian Ocean and Arabian Peninsula, though a civil conflict in that country may put back those plans.

Libya is divided between dueling administrations in the western capital, Tripoli, and the east, where Haftar holds sway. It’s common for each side to oppose foreign policies and other decisions made by its rival.

Haftar, 79, controls many of the major oil facilities in Libya, an OPEC producer that’s home to some 40% of Africa’s reserves. He’s looking for air-defense systems to protect him against rival forces in Tripoli, who have been backed by Turkey’s military, according to people close to his self-styled Libyan National Army.

He also wants training for his air force pilots and special forces, they said. In return, a handful of air bases currently occupied by Wagner paramilitaries will be upgraded to host Russian forces.

Russian warships may also get permanent docking rights at a Libyan port, most likely Tobruk, located just a few hundred kilometers across the Mediterranean from Greece and Italy, according to other people with knowledge of the talks. However, that is a longer-term prospect because it will require substantial upgrading of port facilities, they said. Russia so far has only one naval base in the Mediterranean, at Syria’s Tartus.

Putin’s spokesman, Dmitry Peskov, didn’t reply to questions on the potential military deal. The Defense Ministry in Moscow didn’t respond to requests for comment. A spokesman for the Libyan National Army, Ahmed Al-Mismari, didn’t pick up calls to his phone. The Tripoli-based Libyan government didn’t respond to requests for comment.

Breakthrough Meeting

Haftar’s Sept. 28 audience with Putin marked a breakthrough for the Libyan commander in his relations with Russia. During his previous visit to Moscow in 2020, Putin declined to meet him while lower-ranking officials pressed him to sign a cease-fire with Tripoli. He left the country abruptly without accepting a deal.

Haftar’s deepening ties with Moscow have raised concern in Washington and prompted a series of high-level visits to the country this year in a bid to persuade him to change course.

A week before his talks with Putin, the commander of US forces in Africa, General Michael Langley, and the current US special envoy to Libya, Richard Norland, met Haftar in Benghazi. They pressed him to remove foreign forces, according to US Africa Command.

Libya should be in a position to “choose from a range of security cooperation partners,” Norland told reporters in a conference call last month. He denounced the Russian military role in Libya as “destabilizing.”

Biden’s Problem

US President Joe Biden’s problem is that Russia is offering military assistance that the US cannot provide because of Haftar’s failed attempt to overthrow the internationally recognized government in Tripoli in 2019-2020, according to Winer, the former US envoy. At the same time, it hasn’t been prepared to discuss sanctions, he said, so there’s little obvious cost for Haftar in turning to Putin.

Nevertheless, a defense deal with Russia will reinforce divisions between the east and west of Libya, currently governed by rival administrations, and make it less likely the country can reunite after more than a decade of strife since the overthrow of Qaddafi, said Claudia Gazzini, senior Libya analyst at the International Crisis Group.

That scenario suits Russia just fine, said Kirill Semenov from the Kremlin-founded Russian International Affairs Center.

“For Haftar, the key is to maintain his armed forces and the US isn’t giving him any other option but to stick with Russia as his main partner.”

U.S. and European officials have begun quietly talking to the Ukrainian government about what possible peace negotiations with Russia might entail to end the war, according to one current senior U.S. official and one former senior U.S. official.

It turns out that the 50 NATO countries supporting Ukraine, led by the United States, recently discussed how much and what Kiev will have to surrender (not only territorially) in order to enter into peace negotiations with Russia and how the collective West can save face. These considerations are caused both by an analysis of the dynamics at the front, and by the situation in these European countries and in the States, where there is a deadlock in the issue of supplying Ukraine (!), and Russia’s supply seems endless (!!!). Ukraine is experiencing problems with mobilization, even to the point of protests for demobilization and the methods of the Ukrainian authorities to send new meat to the front. Ukraine as a whole has time left until the end of the year, because then the calls for negotiations will become tougher (in the sense, they will begin to demand more, surrender faster and do it with tougher methods). The impasse over aid to Ukraine is only growing stronger as attention shifts to Israel’s war with Hamas.

People Were Killed By Ventilators Not COVID-19 Virus

In the study, investigators found that nearly half of patients with COVID-19 developed a secondary ventilator-associated bacterial pneumonia, which they referred to as “ventilator-associated pneumonia,” or VAP.

“Recent data suggest that secondary pneumonia is present in up to 40% and pneumonia or diffuse alveolar damage is present in over 90% of autopsy specimens obtained from patients with acute SARS-CoV-2 infection,” the authors of the study wrote, referring to the scientific name for the virus that causes COVID-19.

“Consistent with these observations, we and others found high rates of ventilator-associated pneumonia (VAP) in patients with SARS-CoV-2 pneumonia requiring mechanical ventilation, suggesting that bacterial superinfections such as VAP may contribute to mortality in patients with COVID-19,” they continued.

These findings prompt an alternative hypothesis that a relatively low mortality rate directly attributable to primary SARS-CoV-2 infection is offset by a greater risk of death attributable to unresolving VAP,” they continued.

Out of 601 mechanically ventilated patients enrolled in the study, 585 had some form of severe pneumonia and respiratory failure. Of the ones with severe pneumonia and respiratory failure, 190 had COVID-19, 50 had pneumonia related to other viruses, 252 had bacterial pneumonia, and 93 had respiratory failure unrelated to pneumonia.

The numbers indicate that perhaps 59 percent of the cases were respiratory issues other than COVID-19 or other viruses (43 percent bacterial pneumonia, 16 percent respiratory failure unrelated to pneumonia).

The senior author of the study, Dr. Benjamin Singer, a pulmonary and critical care physician, told the Northwestern Medicine Feinberg School of Medicine news center that “our data suggested that the mortality related to the [COVID-19] virus itself is relatively low, but other things that happen during the ICU stay, like secondary bacterial pneumonia, offset that.”

[ . . . ] here is the causal chain,” Dr. Stupak said of the claim that around 80 percent of ventilated COVID-19 patients died.

He explained that it’s not the ventilators themselves that killed the patients but “the application of sedation for intubation,” which he said reduces the excursion of the chest wall muscles and causes parts of the lung to fill with fluid “appearing to be pneumonia itself.”

Dr. Stupak said that there was a push to sedate and intubate COVID-19 patients due to a “panic” among hospital staff that feared COVID-19 contagion and so rushed to put patients on ventilators to protect themselves from infection.

Mass sedation of the elderly was the primary weapon, ventilator and ICU mismanagement only a secondary factor that is a result of the first,” Dr. Stupak said in a follow-up post.
