WHO, EU Launch New Global Vaccine Passport Initiative

The World Health Organization (WHO) and the European Commission — the executive branch of the European Union (EU) — on Monday launched a “landmark digital health partnership” marking the beginning of the WHO Global Digital Health Certification Network (GDHCN) to promote a global interoperable digital vaccine passport. Beginning this month, the WHO will adopt the EU’s system of digital COVID-19certification “to establish a global system that will help facilitate global mobility and protect citizens across the world from on-going and future health threats, including pandemics,” according to Monday’s announcements by the WHO and the European Commission.

The WHO and European Commission claim the GDHCN initiative, which has been in the works since 2021, “will develop a wide range of digital products to deliver better health for all.”
The organizations said the WHO will not collect individuals’ personal data via these digital passports — stating that such data collection “would continue to be the exclusive domain of governments.”
WHO Director-General Tedros Adhanom Ghebreyesus lauded the new agreement:
“Building on the EU’s highly successful digital certification network, WHO aims to offer all WHO Member States access to an open-source digital health tool, which is based on the principles of equity, innovation, transparency and data protection and privacy.
“New digital health products in development aim to help people everywhere receive quality health services quickly and more effectively.”
However, experts who spoke with The Defender said the ramifications of such a system for human liberty and freedom of movement raised concerns.
Independent journalist James Roguski told The Defender the WHO is not waiting for a successful conclusion of these negotiations in order to implement initiatives such as a global digital vaccine passport. He said:
“The announcement by the WHO and the European Commission regarding the launch of their digital health partnership was hardly a surprise. Over a month ago, the WHO quietly published that they were working on ‘operationalizing’ the very things that were being ‘negotiated.’
“This is just one example that clearly shows that the super-secret ‘negotiations’ regarding the International Health Regulations (IHR) are a charade.”
Michael Rectenwald, Ph.D., author of “Google Archipelago: The Digital Gulag and the Simulation of Freedom,” told The Defender that, under the guise of preserving freedom, a digital passport system “means restraints on movement and living for the unvaccinated and forced vaccination to participate in life.”
The announcement of the WHO-European Commission collaboration came just days after the conclusion of the WHO’s annual World Health Assembly (WHA).
While the pandemic treaty and IHR amendments were not finalized at this year’s meeting, high-level WHO officials warned of the risk of a future pandemic and spread of a deadly “Disease X,” and expressed the need to “restrict personal liberties” during a future health emergency.
The EU has been a strong proponent of digital vaccine passports, first launched for its member states in late 2020 — concurrent with the introduction of the COVID-19 vaccines — under the name “Green Pass.” The EU’s experience with the digital passes is noted in Monday’s announcement, which states:
“One of the key elements in the European Union’s work against the COVID-19 pandemic has been digital COVID-19 certificates. To facilitate free movement within its borders, the EU swiftly established interoperable COVID-19 certificates.
“Based on open-source technologies and standards it allowed also for the connection of non-EU countries that issue certificates … becoming the most widely used solution around the world.”
Roguski told The Defender the EU also was among the strongest proponents of vaccine passports during ongoing negotiations for the WHO’s “pandemic treaty” and amendments to the IHR.
“They really want the global digital health certificate,” Roguski told The Defender in March. “Primarily, that’s coming from the European Union.”
‘Pandemic passports a death sentence for millions’
According to Roguski, the EU, during negotiations for the IHR amendments, put forth proposals that seek to “‘normalize’ the implementation of a global digital health certificate.”
The Czech Republic called for Passenger Locator Forms “containing information concerning traveller’s destination,” preferably in digital form, for the purpose of contact tracing.
They also proposed that the WHO’s Health Assembly “may adopt, in cooperation with the International Civil Aviation Organization [ICAO] … and other relevant organisations, the requirements that documents in digital or paper form shall fulfill with regard to interoperability of information technology platforms, technical requirements of health documents, as well as safeguards to reduce the risk of abuse and falsification.”
The WHO lists ICAO as an officially recognized “stakeholder.”
The Czech Republic and the EU proposed documentation not just for vaccination, but “test certificates and recovery certificates” in cases “where a vaccine or prophylaxis has not yet been made available for a disease in respect of which a public health emergency of international concern has been declared.”
Plans for the WHO’s GDHCN have been in the works since at least August 2021, when the WHO released a document titled “Digital documentation of COVID-19 certificates: vaccination status: technical specifications and implementation guidance, 27 August 2021.”
The GDHCN framework made its way onto the agenda of this year’s WHA, which stated:
“The Secretariat has developed SMART (Standards-based, Machine-readable, Adaptive, Requirements-based, and Testable) Guidelines on the digital documentation of COVID-19 certificates, comprising recommendations on the data, digital functionality, ethics, and trust architecture needed to ensure the interoperability of immunization and health records globally.”
The WHO also announced the successful completion of a “technical feasibility study for establishing a federated global trust network, which tested the ability to interoperate the health content and trust networks across existing regional efforts.”
EU officials have frequently praised themselves over the launch of the bloc’s “Green Pass,” touting how individuals’ privacy would be protected on the app. The introduction of the “Green Pass” was accompanied by statements by European Commission President Ursula von der Leyen calling for a “discussion” on mandatory vaccinations in the EU.
One of the EU’s stated priorities as part of its 2019-2024 five-year plan is to create a “Digital Identity for all Europeans.” Namely, each EU citizen and resident would have access to a “personal digital wallet,” which would include national ID cards, birth and medical certificates, and drivers’ licenses.
These proposals and initiatives appear to be closely aligned with the United Nations’ Sustainable Development Goals (SDGs), and in particular, Target 16.9, which calls for the provision of a digital legal identity for all, including newborns, by 2030.
Tedros said the SDGs are “our north star,” while addressing this year’s WHA.
Rectenwald called “pandemic passports” a “death sentence for millions.” He told The Defender:
“Despite the studies demonstrating that vaccines to curb pandemics have been deadly and useless, the WHO is doubling down on vaccine mandates.
“Pandemic passports equal a death sentence for millions and the abrogation of rights for the non-compliant. The WHO should be stopped before it completes the construction of a global totalitarian system.”

Lack of Russian Gas Can Bring German Industry to Standstill

Germany will have to scale back or even shut down its industrial capacity if the deliveries of Russian natural gas through Ukraine stop next year, Economy Minister Robert Habeck said on Monday.

“There is no secure scenario for how things will turn out,” Habeck said at the Ostdeutsches Wirtschaftsforum (OWF), an economic conference in Bad Saarow. Policymakers in Berlin need to avoid “making the same mistake again”by assuming that energy shortages would not affect the economy, he said, as cited by Bloomberg.

Even though Kiev has accused Moscow of aggression, Russia continues to abide by the gas delivery contract and pay Ukraine transit fees. However, given the current circumstances, it is extremely unlikely the contract will be renewed once it expires towards the end of 2024.

While Berlin claimed to have completely foregone Russian gas imports as of January, other EU countries still rely on Moscow for their energy needs. If Austria, Slovakia, Italy, and Hungary end up cut off, EU’s gas-sharing rules would require Germany to come to their aid, which would create problems for industrial users, Habeck explained.

Habeck argued that it was “essential” to build new liquefied natural gas (LNG) terminals on the Baltic coast, which would enable Berlin to import gas from the US and the Middle East. Local residents and environmental groups have sought to block the construction.

Habeck had championed alternative energy sources for months after Russia launched its military operation in Ukraine in February 2022. The Green Party politician became notorious for advising Germans to take fewer and shorter showers, because saving on hot water would “annoy” Russian President Vladimir Putin.

“Germany developed a business model that was largely based on dependence on cheap Russian gas,” Habeck told reporters last August, arguing that this also created a dependence on the “enemy” of international law and liberal democracy. That model had “failed and it is not coming back,” he said.

Five weeks later, the Nord Stream pipelines supplying Russian natural gas to Germany were damaged in a series of underwater explosions. American journalist Seymour Hersh has accused the US of ordering and carrying out the sabotage, while Washington and its allies have tried to blame Moscow or speculate about “pro-Ukrainian groups” that might have done it, with or without Kiev’s official blessing.

Dear Readers:

“Disillusionment, confusion, shock, panic — this is how one must describe the West’s reaction to the first days of the long-awaited Ukrainian counteroffensive…” Pundit Vladimir Kornilov goes on to point out that the Ukrainians did exactly what they were told to do, and performed exactly as they were trained: A blitzkrieg consisting of a de-miner followed by Western tanks. With this technology, they were assured that they could punch their way to Crimea within a week.

Weeks before the “blitzkrieg”, this was exactly how media talking heads such as David Petraeus described the upcoming victory. “Everything will be decided in the course of 72-96 hours,” Petraeus assured those American philistines who still watch TV. But then, when the blitzkrieg failed miserably and left literally billions of dollars of Western technology burning on the plains of Zaporozhie, Western pundits made a swift turn and blamed the clueless Ukrainians: “Why would they just bunch up their tanks like that?” Why? Because that was how they were trained. Because it’s the only way to cross a mine field. Because these same Western idiots had assured their clients that their sapper machines were the best, their tanks were the best, their electronic warfare was the best; the Russians would just fold and run away at the sight of these magnificent machines…

But not to worry: By Sunday (yesterday), the Ukrainians had already drawn the correct conclusions: They stated that they would no longer try to butt head-first into Russian defenses like a crazy goat. Instead, they would go back to just snipping around the edges and the flanks. The pro-Ukrainian blogosphere quickly followed suit and bucked itself up. “Oh well, shit happens. Lessons learned.” Human denial is a very powerful emotion. Quickly recovering from their shock-denial stage of the previous days, the pro-Ukies started trumpeting and hooting like monkeys when their team was able to a few kilometers forward on one of the flanks and was able to plant its flag (albeit temporarily) in an abandoned village. (Still in the Security Zone, still not reaching even the First Line of Defense.)

The Danger Of Over-Confidence

Along those same lines, I have what I think is a rather good opinion piece written by some anonymous Russian blogger who goes by the nik “Voice of Mordor”. He analyzes Ukrainian mistakes (actually NATO mistakes) and attributes at least part of this to hubris-induced wrong conclusions which they drew from their previous successes (last fall) in the Kharkov offensive.

I think we all remember, especially those of us rooting for Russia, the dismay we felt as we watched helplessly, as Russian lines broke like twigs in a hurricane, first at Balakilya, then Kupiansk, then, Izium, and Liman. There was a lot of copium drunk at the time on the Team Russia benches, and certainly a lot of ‘splainin’ to do. But in the end, it was a rout, pure and simple. However, as we see now, that past defeat, paradoxically, may have been the father (or addled step-father) of more recent Russian victories. Not such a paradox after all: If it seems that the NATO side drew all the wrong lessons from their own successes, then there may be something in this that almost hints of Providence. Or at least the dialectics of the Greek Tragedy genre.

The other major theme of Mordor’s op-ed is the Russian soldier and the way he has regained his courage. There is obviously a psychological factor in every army. At the start of the war the average Russian soldier may not have been fully informed of the history, or why he had to fight. There was some shyness about slaying fellow Slavs and “brother” Ukrainians. It seems that psychological barrier has been crossed, so now everybody can just go at it…

Wrong Conclusions

The NATO Generals watched this operation unfold, and drew some critical conclusions from it. Erroneous conclusions.

Also taking into account, that the West does not factor into its equation Ukrainian human losses, the conclusions drawn have proven to be doubly tragic for the Ukrainians. Another factor that played its role here is the famous Ukrainian propensity to cargo-cult worship Western military technology. Which the Ukrainians regard as the best in the world, a sort of undefeatable miracle-weapon. And this in spite of the fact that they actually have real experience with these weapons, which should have offered counter proof. For example, the “Javelins” proved to be something less than a miracle-weapon. As did the HIMARS. With this experience under their belts, one would have thought they would know better than to start worshiping American and German tanks.

When they were planning their offensive on the Zaporozhie front, the NATO generals relied on the Kharkov experience. Which was a huge, critical mistake on their part. In addition to which, they assumed that the Russians would be terrified at the sight of huge columns of Western armor, accompanied by hordes of Ukrainian cannon fodder. They would take fright and run, like they always do.

But this time they didn’t run. The Russian soldier did not take fright. He did not run. He stood and he fought. He fought bravely and rather professionally. I can’t say to what extent a role was played here, by the historical memory of the Russian soldier. When he saw German armored “cats” trundling along Russian soil.

In any case, the results of the third night of the Ukrainian counteroffensive was such, that the Western media can speak about it only through clenched teeth; or just remain silent, as if pretending that nothing happened. Because the main part of the Ukrainian attackers were not able to make it even through the grey zone, let alone to the First Defensive Line of the Russian forces. The few that did make it that far, were only able to hold out for a couple of hours at the most, before being thrown back to where they started. And all of the Western “miracle-weapons”, all these famous “Leopards” and “Bradleys” are burning in rather impressive numbers.

Now, we all understand that it is not over yet. The fight continues. The UAF still possesses a lot of cannon fodder, and still commands a lot of armor. It is possible that, at some point, the Ukrainian and NATO generals will throw everything they have into a single point, completely reckless in regard to losses, which they never cared about anyway.

But when that happens, the Russians are waiting for them. The Russian soldier is ready for this. Because there is one interesting factor that I have noticed: The Russian soldier has regained his courage. He is not just smashing the enemy, but he is doing this in the same way that his forefathers did in 1943, in 1944, and in 1945. He knows that he is going to win. He is angry, he is merry, he is confident in himself.

AFU (Armed Forces of Ukraine) took 4 villages and can take 2 more villages this night. At the cost of huge losses.

Apparently, the Armed Forces of Ukraine managed to break through the first line of Russian defense, they entered Neskuchnoye, then Blagodatnoye, then Makarovka. The troops of the Russian army retreated to the second line of defense. There are three lines of defense in total.

Zelensky is said to want and promised Biden to take Melitopol in time for the NATO summit in Vilnius in early July. In this case, Biden promised Zelensky positive decisions for Zelensky not only from the United States, but from the entire NATO.
By order of Zelensky, the Armed Forces of Ukraine are now literally filling up the positions of the Russian army with the corpses of Ukrainian soldiers. The generals of the Armed Forces of Ukraine, all with US and British passports, are fighting absolutely ruthlessly against the soldiers of the Ukrainian army.

The AFU attack style is essentially a war crime against the people of Ukraine.

Protracted battles are beneficial for Russia, so that the Armed Forces of Ukraine attack for several weeks and achieve nothing except a dozen villages while undermining their strength. Then the offensive of the Russian army can begin. But now the Russian must prevent the Armed Forces of Ukraine from breaking through the defense lines.

Starting from June 5, Zelensky burns from a thousand to two thousand soldiers of the Armed Forces of Ukraine every day. These are Russian people, they are turned into zombies, they are fighting for their American masters.

The wounded of the Armed Forces of Ukraine are not taken from the battlefield. And the wounded of the Armed Forces of Ukraine are screaming there, in the fields, lying and screaming and dying, on the orders of Zelensky.

And when they lie wounded and screaming in pain, they turn from zombies back into ordinary Russian people.

Summary Update from the Ukrainian Front

The front line is stable. The Ukrainians are being repulsed. The assault wave tactics used by the AFU are noteworthy, including:

  • artillery preparation,

  • advance of multiple armored groups (7-8 vehicles plus infantry),

  • attempts to approach Russian positions and clear trenches to exploitation, to prepare ground for approach of main forces which are meant to advance deep into Russian defenses

In practice, Russian artillery destroys enemy armored objects as soon as they fall within range. If the assault group manages to reach Russian strongholds, the uncompromising Russian infantry enters the battle. Otherwise, the remaining intact armor of the Ukrainians withdraws, replenishes ammunition, refuels and returns into battle.

These assault waves last from thirty minutes to several hours. The offensive has been ongoing for six days, and the front line is stable.

The Ukrainians advance in columns and repetitively along the same routes, because in addition to ruthless Russian artillery and aviation strikes, all approaches are heavily protected by minefields, which the Ukrainians are rightly afraid of.

Also noteworthy is the absolute disregard of Ukrainian commanders for human losses in their assault detachments.

The Russian defense, with its complete system of fires and kill zones built by Russian commanders, does not give the enemy a chance.

Add to that the patience of the Russian soldier. The ability to endure and stand at their positions to the end. He who does not fear for his own life, takes that of others.

Tucker Carlson, Keep to Your Intuitive Moral Sense

After his first episode topped 100 million views, Tucker Carlson is back with Episode 2, exploring how we, as a population, are controlled (or coerced) directly (through laws) or indirectly (through taboos).

Carlson observes the changing societal taboos in America, suggesting that they are being dictated from above rather than evolving organically, focusing explicitly on the shift in attitudes towards race-based attacks, adultery in politics, and child molestation.

“Let’s say you wanted to control a country,” the former Fox News man begins rather joltingly.
“Well,” he explains “you’d want to make sure you had the complete obedience of everybody within your borders who was authorized to use deadly force… you’d start with the military… [and other agencies] like the IRS.”
“Controlling the guns would be a top priority for you if ever wanted to go dictatorial.”

But, Carlson, asks, what if you wanted more, not simply to control people’s behavior, “but to control how they think.”

“In that case,” he remarks, “you’d need to take charge of its taboos.”

A taboo is something that by popular consensus is not allowed, it is not illegal, but it doesn’t need to be.

“Over time, social prohibitions are more powerful and more enduring than laws.”

Until fairly recently, Tucker points out that it was taboo in this country to attack people on the basis of their race, but he notes “apparently we no longer believe that – punishing people on the basis of their skin color is not only permitted in modern America, it is mandatory… as long as the victims are white.”

Carlson questions the definition and scope of white supremacy as described by President Joe Biden…

Which brings Carlson to this week’s horrific WSJ expose of Instagram’s kiddie-porn rings which he notes has resulted in exactly nothing as “one of the largest circulation newspapers in the world reported that one of the world’s most influential companies was promoting pedophilia and nobody in power did anything about it.”

As Carlson notes, “The people who run this country no longer see child molesters as the worst among us”

He expresses concerns about the blurred lines of crime, the erosion of defined legal codes, and the need to protect societal taboos as guiding moral principles.

In fact, he continues, “what we are allowed to dislike is being dictated to us from above, sometimes by force.”

The trick, that has happened slowly and then all at one, is that “when a crime has no definition, anyone can be guilty of it”

“Don’t let them rationalize away your intuitive moral sense.”
“Cling to your taboos like you life depends on them… because it does.”

American society isn’t overtly religious but it’s governed by taboos and it always has been what’s interesting is how fast our taboos are changing this is not happening organically what we’re allowed to dislike is being dictated to us from above sometimes by force until fairly recently for example it was Taboo in this country to attack people on the basis of their race that was the main lesson of the second world war we were told again and again

When Jeffrey Dahmer was bludgeoned to death in the bathroom of a Wisconsin prison in 1994 the Milwaukee district attorney had to caution the public not to turn Dahmer’s killer into a folk hero.
Jeffrey Dahmer had molested and murdered children people felt justified in celebrating his death; 25 years later that standard had changed dramatically in the state of Wisconsin as in the rest of the country in the summer of 2020 during the BLM riots in Kenosha seventeen-year-old Kyle Rittenhouse defended his life from a convicted child molester called Joseph Rosenbaum Rosenbaum was trying to kill Rittenhouse so Rittenhouse shot him in self-defense but it was Joseph Rosenbaum whom the media cast as the victim of the story

It’s never been more obvious than it was yesterday when the Wall Street Journal ran a long expose about Kitty porn on Instagram Instagram the journal found quote helps connect and promote a vast network of accounts openly devoted to the commission and purchase of underage sex content Instagram connects pedophiles and connects them to content sellers of child pornography
In one instance the paper discovered that Instagram was recommending the phrase “incest toddlers” to users who’d expressed interest in similar material.
By the way no one at Instagram denied that any of this had happened nor did Mark Zuckerberg who controls the company the journal story was accurate it was all pretty shocking; but not as shocking as what happened next which was effectively nothing at all
The largest circulation newspaper in the United States revealed that one of the world’s most influential companies was promoting pedophilia and nobody in power did anything about it; the justice department did not announce an investigation Congress did not schedule hearings the guy who runs Instagram Adam Ozeri still has his job; in fact Ozeri’s last tweet which is pinned is a video of himself bragging about how effective Instagram’s algorithm is.

Pardon the feedback but you heard the point white supremacy is the most dangerous threat to the American Homeland Joe Biden just told us that it’s more dangerous than the threat of nuclear war with Russia it’s more dangerous than the threat of the Mexican drug cartels who’ve already killed hundreds of thousands of Americans and are now in control of swaths of our Southwestern States; white supremacy is that bad. Joe Biden says in fact it’s worse but what is it that’s the question can anyone in Authority actually Define white supremacy; what is it is white supremacy liking white people too much? if so that’s going to put those of us with white children in a pretty tough spot; or as white supremacy something much more obviously bad like trying to expel all non-whites from America in creating some kind of ethno state. 
If that’s Joe Biden’s definition what exactly is the scope of this threat how many people are currently working on this American white ethnostate project and what are the chances they’re going to pull it off? Our guess is not very many and precisely zero but we can’t say for sure because no one has showed us the numbers.
These are not rhetorical questions when the president of the United States describes something as the worst possible crime Americans can commit you have a right to know what that crime is; you used to have that right under our pre-revolutionary legal code before George Floyd questions like these were easy to answer. A crime was defined as something that an elected legislature had explicitly banned usually an act that hurts somebody else.
In America crimes were described precisely with words in English and then preserved in books which you could read yourself; if you ever wondered whether you were committing a crime you could just look it up; you could know for sure whether you were a criminal, now you can’t.
And needless to say that’s the point the point of the exercise – to keep you off balance, to keep you afraid. When no one’s willing to define the offense you can’t be sure whether or not you’re committing it; you could be accused at any time and everything you have taken from you: you live in fear.
Remember this guy Emmanuel Cafferty was driving near a black lives matter protest in Poway in his E Truck when he says he noticed somebody following him and trying to get his attention later that person posted a picture of him making what some believed is a white supremacy symbol on Twitter. Cafferty says he had no idea about any white power symbols and was just cracking his knuckles outside his window when the picture was taken of him later that day he says he was notified by SDG&E that he would be suspended pending an investigation and a few days later he was fired.
What that man did was so offensive as you just saw that local news had to blur the photograph of his hand he was fired from his job his life was destroyed for cracking his knuckles. He didn’t know cracking his knuckles was racist in his defense but then nobody did until the day that poor Emmanuel Cafferty was unwise enough to crack them.
When a crime has no definition anyone can be guilty of it. It’s hard to relax in a country like that the old system was better: government operated on the basis of laws not amorphous moral Terror. Politicians couldn’t accuse you of something they couldn’t Define the legal code was straightforward; child molestation was a crime; having unfashionable opinions was not. Outside of the public sphere the population mostly governed itself as it does in every society and used taboos to do it.
You knew what was allowed and what wasn’t because the rules didn’t change very often the taboos were organic; they derived from collective experience and Instinct the two most reliable guides to life. They evolved for a reason they still do.
Our job at this point is to protect them despite the hectoring – the non-stop hectoring from the people in charge. You know the outlines of right and wrong you’re born knowing them. So don’t let them talk you out of what you can smell don’t let them rationalize away your intuitive moral sense. Cling to your taboos like your life depends on them, because it does.
Cherish and protect them like family heirlooms: that’s exactly what they are.

Can Democracy Survive Soros?

Around the world, people increasingly live with the sense that too much is happening, too fast. Chief among the sources of this growing angst are the rise of artificial intelligence, climate change, and Russia’s war in Ukraine – each of which demands urgent attention from policymakers and political leaders.

NEW YORK – We are living in troubled times. Too much is happening too fast. People are confused. The Columbia University economic historian Adam Tooze has, indeed, popularized a word for it. He calls it a “polycrisis.”

The polycrisis has many sources. In my opinion the main source of the polycrisis afflicting the world today is artificial intelligence. Climate change comes second, and the Russian invasion of Ukraine qualifies as the third. The list is much longer but I’ll focus on these three. That should help reduce the confusion.

ARTIFICIAL INTELLIGENCE

AI shocked the world when Microsoft made ChatGPT freely available to the public through an associated company called OpenAI. That was in November 2022. ChatGPT posed an existential threat to Google’s business model. Google went into overdrive to release a competing product as soon as possible.

Shortly thereafter, Geoffrey Hinton, who is generally considered the godfather of AI, resigned from Google so that he could speak openly about the risks posed by the new technology. Reversing his previous position, he took a very dim view of AI. He said that it could destroy our civilization.

Hinton pioneered the development of neural networks that can understand and generate language and learn skills by analyzing data. As the data grew, so did the capacity of AI’s so-called large language models.

This made a big impression on Hinton. “Maybe what is going on in these systems is actually a lot better than what is going on in the brain,” he said. As they become more powerful they also become more dangerous, he claimed. In particular, he warned against fully autonomous weapon systems – killer robots, he called them.

“We’ve entered completely unknown territory. We’re capable of building machines that are stronger than ourselves, but we’re still in control. But what if we develop machines that are smarter than us? … It will take AI between five and 20 years to surpass human intelligence.” And “it will soon realize that it achieves its goals better if it becomes more powerful.”

What Hinton said made a big impression on me. Indeed, AI reminded me of Goethe’s poem “The Sorcerer’s Apprentice.” The Apprentice is studying magic but doesn’t fully understand what the master is teaching him. When the master orders him to sweep the floor, he applies the magic words to a broom. The broom obeys him, but the apprentice can’t stop the broom from fetching buckets of water to sweep the floor and the house gets flooded.

I grew up before AI was invented. That made me a great believer in reality. I realized at a relatively early age how difficult it is to understand the world I was born into, and I looked to reality to provide me with moral guidance.

We, human beings, are both participants and observers in the world in which we live. As participants we want to change the world in our favor; as observers we want to understand reality as it is. These two objectives interfere with each other. I regard this as an important insight which allows me to distinguish between right and wrong.

AI destroyed this simple schema because it has absolutely nothing to do with reality. AI creates its own reality and when that artificial reality fails to correspond to the real world – which happens quite often – it is discarded as hallucination.

This made me almost instinctively opposed to AI and I wholeheartedly agree with the experts who argue that it needs to be regulated. But the regulations have to be globally enforceable because the incentive to cheat is too great; those who evade the regulations gain an unfair advantage.

Unfortunately, global regulations are unattainable because the world is dominated by a conflict between two systems of governance which are diametrically opposed to each other. They have radically different views on what needs to be regulated and why.

I refer to the two systems of governance as open and closed societies. I define the difference between the two as follows: in an open society, the role of the state is to defend the freedom of the individual; in a closed society, the role of the individual is to serve the interests of the rulers.

AI is developing incredibly fast, and it is impossible for ordinary human intelligence to fully understand it. Nobody can predict where it will take us. But we can be sure of one thing: AI helps closed societies and poses a mortal threat to open societies. That’s because AI is particularly good at producing instruments of control that help closed societies to surveil their subjects.

This is why I am instinctively opposed to AI, but I don’t know how it can be stopped. Right now, nobody else does either, but most of those who developed AI recognize the need to regulate it. So does Congress and President Joe Biden’s administration. But AI is moving much faster than governmental authorities. The Biden administration has taken some executive action, but Congress will have difficulties in enacting anything like an “AI Bill of Rights.”

There is, however, a problem that cannot wait. There will be general elections in the United States in 2024 – and, most likely, in the United Kingdom as well – and AI will undoubtedly play an important role, one which is unlikely to be anything but dangerous. AI is very good at producing disinformation and deep fakes and there will be many malicious actors. What can we do about that? I don’t have the answer, but I hope this issue will receive the attention it deserves.

CLIMATE CHANGE

The second element in the polycrisis is climate change. The global climate system has been disrupted by increased human intervention, particularly the large-scale use of greenhouse gases, carbon dioxide, and methane. The 2015 Paris agreement set a target of 1.5° Celsius above pre-industrial times. That is now bound to be transgressed; in spite of all the efforts to fight climate change, the rate of warming is actually accelerating.

Two highly respected climate scientists, David King, a former chief scientific adviser to the UK government, and Johan Rockström of the Potsdam Institute, have warned that this could trigger tipping points and lead to the collapse of life on earth.

The Intergovernmental Panel on Climate Change has said that current climate policies will leave the Earth between 2.5°C and 2.7°C hotter by 2100. That would be a disaster, the scientists said. It would exceed the warmest temperature on earth over the past four million years. It would lead to the complete melting of the Greenland, Himalayan, and West Antarctic ice sheets and raise sea levels by ten meters.

“There would be a collapse of all the big biomes on planet Earth – the rainforest, many of the temperate forests – abrupt thawing of permafrost, we will have complete collapse of marine biology, we will have a shift of large parts of the habitability on Earth,” Rockström said.

“Over one-third of the planet around the equatorial regions will be uninhabitable because you will pass the threshold of health, which is around 30°C.”

Unfortunately, when fighting climate change interferes with people’s livelihood, they want to protect their livelihood. Farmers in Germany and the Netherlands are up in arms against regulating nitrogen emissions because these regulations prevent them from keeping cows. They have mobilized, winning elections and shaking the European Union.

I should also mention the desire of oil companies to continue making a profit.

We are way behind schedule in fighting climate change. We ought to do everything that climate scientists deem necessary – reduce emissions deeply and rapidly, remove excess greenhouse gases from the atmosphere, and refreeze the Arctic. To do this, we must gain the approval of indigenous communities. All this has to be done as soon as possible.

RUSSIA’S WAR ON UKRAINE

This brings us to the third component of the polycrisis. The Russian invasion of Ukraine came as a negative shock to the world, disrupting food supplies and causing major geopolitical realignments. Having said that, the actual outcome is much better than could have been expected. The Ukrainian army put up heroic resistance and, with strong support from the US and Europe, turned things around. The Russian army proved to be a paper tiger, badly led and thoroughly corrupt. The Wagner Group, a private mercenary army, propped up the invasion for a period, but in the end, they too failed to defeat Ukraine.

As a result, Ukraine is now ready to launch a counterattack as soon as all of the equipment it has been promised by the West is delivered. Biden has even agreed that Ukraine should be given F-16 fighter planes.

I believe the counterattack will be successful. The target will be the Crimean Peninsula, the home base of the Russian Navy. By destroying the already damaged land bridge with Russia, Ukraine could turn a strategic asset into a strategic liability, because Crimea has no water. With the land bridge destroyed, Crimea will depend on Ukraine for water.

Many parts of the Russian Federation are already chafing under President Vladimir Putin’s despotic regime, and this development may cause them to reject it altogether. Putin’s dream, a revived Russian Empire, could disintegrate and no longer pose a threat to Europe and the world.

The end of the war in Ukraine will come as a positive shock for the world. This may provide an opportunity for Biden to lower the tension between the US and China, which is itself in the midst of an economic decline that may make President Xi Jinping more receptive to an accommodation with the US. Biden is not seeking regime change in China; all he wants is to reestablish the status quo in Taiwan.

A Russian defeat in Ukraine, and a lessening of Sino-American tensions, may create room for world leaders to focus on fighting climate change, which is threatening to destroy our civilization. But there is only a narrow and winding path that leads to this outcome. So, it is appropriate to use a question mark in asking whether democracy can survive the polycrisis.
